From the chrome://flags
set the following to :"Enable Instant Extended API." to DISABLE
"Touch Optimized UI" to DISABLE
"Enable touch events" to DISABLE
"Enable local first-load NTP in Instant Extended" to DISABLE
"Threaded compositing " to ENABLE
for better PC:
"GPU compositing on all pages" to ENABLE
